We remain concerned that Labour’s proposals to charge parents 20% VAT on fees will have a serious impact on our schools and the parents who choose them. In particular:
· Smaller schools do not have large financial endowments and operate on tight margins. VAT (and the loss of charitable reliefs for schools which receive them) will come on top of inflationary costs, high interest rates, and increased contributions to the Teachers’ Pension scheme.
· The parents who work the hardest to afford our schools will be the most affected. Inflation and interest rates will be hitting them too, and VAT will mean many families could not afford our education.
· Contrary to media reports, schools will not have the choice of absorbing VAT. Schools would have a legal duty to collect VAT. Tight margins and a need to pay staff and suppliers means this VAT will have to be passed onto parents.
· Pupils receiving SEND support would be particularly affected – if they do not have an EHCP, they will face VAT like all other students. If they have to leave our school, the state will bear the cost of an appropriate school place and providing the right support. We urge that all pupils receiving SEND support in independent schools are exempted from VAT.
The VAT on fees proposal risks a serious impact on the whole education system, but particularly in Kensington. Small schools, offering much needed specialisms, risk closure; and parents risk state schools with more competition, fewer places, and increased pressure.
